HURI - Halo URI launcher

Installed a batch file and a registry edit to enable links like haloce://halosrv1.halonet.net:2302

The batch file will kill any running Halo CE client, then launch it with the -connect argument to connect directly to the server of your choice.

Allows you to embed links in Discord, or web sites, as long as your players have this installed.
